What is the PCO licence?

PCO stands for the Public Carriage Office, which is the Department of Transport for London (TfL) responsible for awarding private-hire licenses to mini cab drivers in London. The PCO licence is crucial as you cannot legally work or be hired without one and you can face a huge fine if you work without a badge. Each badge lasts for three years and at the end of the three years the badge can be renewed. The PCO licence allows individuals to work for any private hire companies such as Uber, Addison Lee and mini-cab offices. The badge is also required for any private chauffeuring work which involves carrying passengers and driving people carrying disable vehicles.

To get PCO licence, you will need to complete the following

  • Topographical training and test or NVQ Level 2 certificate in the Introduction to the role of the Professional Taxi and Private Hire Driver
  • Medical check Certificate from your GP
  • DBS check (Disclosure and Barring Service)
  • B1 (Entry three) English Language (Note: If you take training for NVQ Level 2 certificate, you do not need B1).

Please note that the NVQ Level 2 certificate in the Introduction to the role of the Professional Taxi and Private Hire Driver covers both the Topographical test and B1 English language requirements.

The PCO medical examination makes sure you are medically fit to drive passengers. The Medical Declaration form (TPH204) which TFL provide, must be handed to your GP that has full access to your medical history.
